StaticFeeCalculator.sol

The updates made to the static fee calculator, as explained by Flayer Labs, help to support an issue in which the PositionManager may route fee calculations to the post- Fair Launch calculator if the Fair Launch position ends during the transaction (due to buy out, for example). These changes have allows the calculator to route internally to the other.

Outside of the issues reported in BaseFeeCalculator.sol, there are no issues specific to just StaticFeeCalculator.sol.
